Exciting news for the community is on the way, as the City of Vero Beach embarks on a partnership with entities from the private, corporate and non-profit sectors of the community addressing an important piece of the Master Plan puzzle…Pocahontas Park in downtown Vero Beach. What Mayor John Cotugno so passionately describes as “The Jewel of Downtown,” Cotugno, as well as his fellow city council and city administration, held a Call Meeting on May 17 to discuss the ideas and goals to rejuvenate the park known as the centerpiece in the heart of downtown.
“Some believe the park looks worn, even unsightly and those who have always enjoyed sitting on benches under the shade of the beautiful trees, or playing in the historic playground, are not feeling safe anymore” Cotugno shared. “The fountain is not working properly, restrooms need refurbishing, and some of the unhoused members of the community have become an issue in a one-time popular gathering spot in the center of town. Now is the right time to address this problem and come together as a caring community to beautify our Jewel. ”
The first non-profit to step up-to-the plate with some ideas to tackle the job, already had the same idea on their drawing board. There’s an endless stream of new and exciting programs coming out of The Source, and their newest is called Community Works. It is designed to help the community’s public streets and properties become clean, while at the same time allowing Source members to earn a paycheck.
“The name of the program was conceived because it’s about members from The Source community that will be doing the work,” according to Jade Alexander, Director of Operations for The Source. “We know that the leading cause of homelessness is a catastrophic loss of family and community. So, we are also making a statement that community is what will work to end homelessness.”
According to Anthony Zorbaugh, Executive Director of The Source, “Members participating are paid by our organization and dressed in uniforms while picking up trash along streets, lawns and alleyways that might smell or need pressure cleaning, and do other work to help beautify the city. We are equipping an identifiable trailer with all the cleaning supplies needed to get the job done. We are proudly committing $30,000 from our operational budget to pay the Community Worksparticipants. The Source is trying to help the city by doing our part.”
In addition to The Source and the City of Vero Beach, others that are initially making commitments to help the crusade for change include Main Street Vero Beach, the Indian River Chamber of Commerce, the Vero Beach Police Department as well as the incoming corporate sponsor, Piper Aircraft.
The Source, along with city representatives who include Monte Falls-City Manager, the Vero Beach Police Department and the Public Works Department, will launch the Community Works project from a meeting site at the Train Depot on 14thAvenue on Thursday, June 1 at 9 a.m.
According to Zorbaugh, “We will have a supervisor from the Source, along with members and staff ready to roll with all our cleaning equipment and community spirit. We will be there until 1 p.m. on the first day, then each Monday, Wednesday and Friday from 9-1 p.m. Our first area of concentration will be the sidewalks on 14th Avenue from the Vero Beach Community Center to 21st Streets (both sides of the street), down to the Shuffleboard Courts, past the IRC Chamber of Commerce, the parking lots behind the Pickleball Courts and the Community Center, including the playground and the park outside of the Heritage Center. Right now it’s hard to say how long all this will take, but once finished, we will work with Public Works to move on to another needed area.”
“We are generating a time-table for these efforts and identifying others who wish to come on board,” Mayor Cotugno continues. “We see the theme of working together to be the pathway to our goal. We believe, for the community to enjoy the park again, we need it updated, better lit, safe and clean with more police presence for the public and businesses downtown. We have to begin the process and now the time is right. This is an immediate opportunity for all of us.”

The Fort Pierce City Commission is seeking new members for the Fort Pierce Youth Council (YOCO). YOCO is a City Commission-appointed committee that advises and makes recommendations to the City Commission regarding special interests, policies, and strategies pertaining to youth-related issues in the City of Fort Pierce.
The Committee meets on the 3rd Thursday of the month at 4 p.m. To be considered for membership, an applicant must be a city resident and be in grades nine through 12 (or will be when school starts in August of the current year), attend high school within the City, or attend Fort Pierce Westwood. Any qualified individuals are encouraged to submit an application no later than June 22, 2023.

Cleveland Clinic Martin Health announced that Tradition Hospital in Port St. Lucie has received certification as a Comprehensive Stroke Center by DNV GL Healthcare.
“This achievement affirms that Cleveland Clinic Tradition Hospital has met the highest level of competence to address the full spectrum of stroke care,” says Marc Babi, MD, Chief of Neurocritical Care, Cleveland Clinic Florida Region and Co-Director of the Comprehensive Stroke Center at Tradition Hospital. “It reflects the extensive training and collaboration of our multidisciplinary teams in order to perform effectively and efficiently at each step in our patients’ care.
Tradition is the first hospital on Florida’s Treasure Coast and the first hospital within the Cleveland Clinic Florida Region to achieve this certification.

Russ Blackburn, Port St. Lucie’s recently retired city manager, was presented with the prestigious Pete Hegener Leadership Award by the Economic Development Council of St. Lucie County (EDC) at its ninth annual leadership dinner on May 18.
The award is presented annually to a dedicated business leader who has made significant contributions to St. Lucie County’s economy and quality of life. The annual dinner and celebration, held at the Harbour Ridge Yacht & Country Club and attended by approximately 200, was sponsored by Bank of America.
EDC’s eighth annual Pete Hegener Leadership Award winner Rob Lord presented the award to Blackburn, who was nominated by multiple community members.
Blackburn’s career in public service has spanned almost five decades. Starting out as a planning and community development staffer, he served in deputy administrator roles in South Carolina; Lee County, Florida; and Virginia prior to his appointment as Martin County Administrator in 1997. During his eight-year tenure in Martin County, he increased citizen satisfaction levels by 43%, received the 2003 International City/County Management Association (ICMA) award for intergovernmental cooperation, and led the post Hurricanes Frances and Jeanne recovery efforts.
Blackburn left Martin County in 2005 to become Gainesville’s city manager where he assisted the city in gaining recognition as one of the top municipalities in the nation. During his 10 years with the city, he developed innovative leadership and emerging leaders programs.
In 2016, as the city of Port St. Lucie reached the 200,000-population mark and struggled with significant financial challenges such as a dormant 1,200-acre jobs corridor, a vacant research facility for which the city had guaranteed the debt, and a city center mired in legal problems, Blackburn was hired as city manager. Utilizing a team approach and strong organizational development skills, Blackburn’s leadership was a major factor in the city’s recovery and economic progress.
At the time Blackburn retired earlier this year, only approximately 250 acres of developable land remained unspoken for in the jobs corridor in Southern Grove, with millions of dollars in property values already created and thousands of jobs anticipated. The research centers are thriving under the direction of Cleveland Clinic and the Florida Institute of Technology with more than 140 scientists and staff engaged in high-level bio-science studies. And, after successful negotiations with multiple tax certificate holders led by Blackburn, Port St. Lucie was able to acquire city center from a federal receiver and begin planning for its future development.
“He left a legacy of taking challenges, turning them into opportunities, and ultimately success stories,” read one nomination. “Throughout his six-year tenure in Port St. Lucie, he continued to support and inspire the next generation of public servants and built an award-winning city team.”
Another nomination focused on the long-awaited creation of a jobs corridor: Russ’s leadership “accelerated the development of Tradition, brought in taxes much earlier and gave the residents of the city of Port St. Lucie and county opportunities to work closer to home so much earlier than expected.”
The dozen members of the EDC leadership selection committee chose Blackburn as the person who best embodies the leadership and vision of the award’s namesake, Pete Hegener, from a field of 11 nominees, including four other semi-finalists: Charlotte Bireley, St. Lucie County tourism and marketing director; Philip Busch, Southern Eagle Distributing president; Larry Lee Jr., State Farm agent; and the late Anthony F. Sansone Sr., Sansone Group founder.
Recent Hegener Award recipients include Michael Minton, shareholder at Dean, Mead, Minton & Moore; the late Bud Adams of Adams Ranch; Ken Pruitt, former Florida Senate president and former St. Lucie County property appraiser; and Tammy Roncaglione, CenterState Bank community president.

About the award
The recipient of the Pete Hegener Leadership Award exemplifies the qualities of a visionary, a trusted role model and leader whose inspiration and achievements impact the quality of job creation, economic vitality and business growth.
Pete Hegener, the man whose actions inspired this award, was a founding member and integral partner of the EDC, served on the Board of Directors, and was an Executive Committee member. Pete was a pillar of the St. Lucie County community, having played a key role in the development of western St. Lucie County and Tradition. Friends and colleagues described him as “honest, visionary, and caring.” He passed away in March 2012, but his legacy is recognized through this award.

The Port St. Lucie Business Women and their guests dressed the part for a Flapper-style 1920’s-themed Fashion Show held on April 22 at Harbour Ridge & Yacht & Country Club in Palm City. More than $24,400 was raised for their Community Action Grants which are awarded to local nonprofit agencies that benefit women and children, and provide scholarships for women who have chosen to continue their education at Indian River State College. Awards and scholarships will be presented later this year.
“The Fashion Show was a huge success,” says co-chair Kathy Post. “It was nice to see so many familiar faces. The guests were having a great time enjoying the wonderful food, the fun photo booth and the silent auction. Our range of fashions appealed to all; there was something for everyone. We truly appreciate all the support in helping to make our event a success and furthering our mission to help the women and children in St. Lucie County.”
Six high school boys outfitted in tuxedos by Cardita Formal Wear escorted guests who sported jeweled and fringed dresses accessorized with long strands of pearls and sparkling feathered headbands, to their seats, adding a touch of elegance to this glamourous event.

The necklace was valued at $2,200 and generated much enthusiasm. Bernadette Wilkinson was the ultimate winner, immediately donning her prize.
